Yes, "low income" & poor families can have pets too.
I don't know where to start on this topic. Well. Just because a person is poor or has low income does not automatically mean that they are unable to provide for their pet.
Dogs and cats do not need expensive, high quality food - they can easily thrive on grocery brands if that is all the owner can afford. At least the owner would be feeding their pet, as opposed to starving it.
Vet care is essential, but vaccines are not. Emergencies? That's why it's called being responsible and being careful, then you wouldn't have to take your dog to the vet for a broken leg after it was hit by a car.
Now, if a pet owner cannot afford to or cannot find a vet that takes payment plans to treat/save their pet (broken leg, cancer, etc), then the animal should be handed over to a shelter that can and will. It's unfair to allow the animal to suffer.
Most people who truly love their pets, regardless of their income, can find a way to pay for any vet expenses should an emergency arise.
Some pets live in their early and even mid teens without any vet care, in perfect health. Some pets live long years from eating simply table scraps and leftovers.
It's simple - everyone deserves the companionship of an animal, regardless of income.
My best friend is quite poor. Him and his family have a German Shepherd mix, she is about 16 years old. The dog hasn't been to a vet in several years and lives on cheap grocery brand dog food. The dog is in okay health, her health could be better if it weren't for her age - overall, my best friend makes a perfect example.
